President Obama has a big climate change announcement coming up.

Obama is expected on Monday to unveil the first rules limiting carbon emissions from power plants, saying it is necessary to cut greenhouse gasses that contribute to global warming.

"We have a moral obligation to leave our children a planet that's not polluted or damaged," White House spokesman Jay Carney said. "We have, as a country, already set limits on arsenic, mercury and lead, but we let power plants release as much carbon pollution as they want."

Republicans and business groups are already lining up to oppose the new rules, saying they are unnecessary and will lead to lost jobs.

The U.S. Chamber of Commerce released a study this week saying that new carbon emission rules could shut down more than a third of the nation's coal-fired power capacity by 2030, leading to economic losses of $50 billion a year and the loss of 224,000 jobs.

White House officials declined to provide details of Obama's plan until it is formally announced, but they did dispute the critics.

"We know that special interests and their allies in Congress will make doomsday claims about harm to jobs and harm to the economy," Carney said. "They've made those claims every time America has set clear rules and better standards for our air and our water and our children's health. Every time, they've been wrong."
